Tablet Corrupted by Friend

[Android Question]

I have an iRola tablet, and my friend was using it. When he handed it back to me, It wouldn't respond. I turned it off and on again, and it looked like this:
At the top, it said Overlay#1: 1920x1080, 320 dpi
The screen sort of vibrates, but carries images up.

No apps open when clicked, and I need to get into Settings. Any way to do this?

I agree with promo, try and boot it into recovery mode using the volume buttons and power button in a certain combination.

Should be an option to factory reset within there.
