(tablet/OS noob) - putting local files on tablet

I am a tablet noob, but a long-time web developer.

My question is not so much about an android app, but more about a specific device and if it can do something I'd like to try to do...

This is the device:

Walmart.com: Archos 10.1" Touchscreen Entertainment Tablet and eBook Reader with Google Android OS: Computers

And what I'd like to be able to do is generate HTML pages - physical files - that could then be downloaded to and browsed on this device without an internet connection - just a set of local files.

I'd also like to be able to have links in those HTML files that point to local PDF files that could also be pushed to this device for offline use. Basically creating a web browsing / document library, all local to the device.

Lastly, I'd like to know if the browser in this OS is capable of executing javascript, and if so, what limitations there are. In one specific case, I'd like to be able to click a button on the web page that can then scroll the page at a set speed.

Can anyone give me some insight into how local browsing works on this device, and how files are placed on it?
 
There is an app(WebMaster's HTML Editor Lite) that could possibly assist with what you are trying to do. Since Android runs on smaller more portable devices as opposed to the larger(laptop and desktop) machines, uses Reduced Instruction Set Code(RISC) and a more condensed version of Linux, there maybe some limitations as to the commands you may be able to execute.
