tap twice to unlock - endless loop

I have an older samsung duos, with android v4, that I cannot reasonably use for phone calls. The device shows a screen that says tap twice to unlock, when you tap twice, two seconds later the message comes back - again and again and again...... Have checked all settings, and can't get rid of this.
Any ideas?
 
tapping twice on a screen means that somehow the accessibility function have been enabled. if tapping twice does not work then the only thing you can do is hard reset. warning: this will trip FRP (factory reset protection) you will need your google acct info that was originally entered on the phone.
 
Before you double tap, make a selection first and then double tap. For example, if you have a pin lock 1234 on your handset, first tap on 1 to select it and then double tap on 1 again. Then select 2 by tapping on it once, and then double tap on 2. Keep doing this till you get into settings and disable the function under accessibility.
