Okay so here's what I want to do
If wifi connected - no action
If mobile data on - no action
If wifi disconnected for 30 mins - turn off and then
after 30m toggle wifi on for 3 mins
If reconnect - wifi stays on
If unable to connect to wifi network turn off and wait 30mins & repeat
