Apps Technical Specifications For Development Of A Native Healthcare App

I'm working along with a development firm for developing a healthcare native android app.

I would like to know which framework should be implemented for development? I did suggest Xamarin while my developer recommended XML.

Also, I'd appreciate if anyone would leave me a feedback based on these compiled specs;

1)Android Development

-Database: SQLite 3.8.11.1
-IDE: Android Studio

2) Web Panel Development

-UI Design: Photoshop, Illustrator
-Front End: HTML5, CSS5,
-Client Side Script: JavaScript, jQuery
-PHP memory limit: 512MB
-Framework: Cake PHP 3.0.14, Codeigniter 3.0.1
-Database: MariaDB 10.1.7
-Platform: Windows/Linux
-Web Services: HTTP based Rest API

The two things you've listed aren't comparable. XML isn't a 'framework', it's a markup language for expressing structured data.
