Tesoar Tablet issue

When I try and download a game for my android tesoar 4.1.1 jellybean I get a message that says I have no device?

Is the device registered? (Did you put your google email address into an account slot in the tab?)

I entered my email into the account slot and it still doesn't work. also, Google is telling me that I don't have the app because I dont have "the Shopping bag" app but when I look under the apps in the settings tab, it lists google play
