Testing Licensing (LVL)

This is my first app that I am trying to release in the Google Play Store. In the Internal Test track I have uploaded my signed APK file. When I click the "Review" button, the button for "START ROLLOUT TO INTERNAL TEST" is grayed out. ...

Solution: There were several items in the Store Listings section that were not filled in, e.g. a Feature Graphic.

So now I have gotten to actually test my Licensing Verification Library implementation. I am using the default Server Managed Policy in my LicenseCheckerCallback. So far I am not doing anything with the responses other than displaying them. What I have noticed is that if I configure my static response in the Google Play Console to "Licensed", the response comes back "Licensed", and when I configure it for "Not Licensed" the response is "Not Licensed". So far so good. But then I turned off Wi-Fi and tried it again. I thought the default policy was supposed to cache the responses from the times when the network was accessible, and then use them for a time if the network is not available. But what I get when I do this is a callback to "dontAllow" with a policiyReason of Policy.RETRY. Am I supposed to do the caching myself? Or is that a function of the library functions?
