Tether HTC Incredible on Revol Wireless?

Hi, I'm asking for a buddy with limited Internet access. He's on the Ohio based Revol Wireless network, which I understand is now part of Metro PCS.

He has an HTC Incredible that he's using on Revol, and has the unlimited talk/text/data plan. Is there a way he can use his Revol data plan as an access point for his laptop, without being charged a tethering fee? He does not have huge data needs, just pretty much email and light web surfing a couple times a week, so he doesn't want to get broadband or dial-up. Any recommended Android apps and phone settings will be appreciated, thanks much.

Revol only roams on MetroPCS when out of coverage, it's not a part of MetroPCS. Only metro merger recently is the pending one with tmobile.

Doesnt matter which network he is on he can wifi tether, and if its small amounts its unlikely they will bother him about it.

He needs to be rooted then install wireless tether

this can be gotten through the play store but some carriers are blocking.
