Hi I'm in the process of taking over an unlimited VZW account. I read that VZW can't block tethering apps. What tethering apps are available?

they can't block tethering apps, but they can still restrict/fine unlimited users who are tethering without the Verizon tethering plans.
As far as what apps are available, foxfi is probably the most popular. That's what i use.

In what way/s can they restrict unlimited users who are tethering?

In any way they want (pretty much).
For unlimited data plan holders, the only real difference between now and before the ruling is that if you pay for the tethering plan you can use any app you want to tether. If you aren't paying for the plan, any form of tethering is still a violation of the Terms of Service, and Verizon can use contractual or physical means to stop you.
Contractually, they can void you're contract, cut off your service, or assess fines. They could also move you off an unlimited data plan.
Physically, they can identify traffic that arises from tethering and (assuming you don't have the tethering plan) block it.
They CAN do these actions, but at the moment they generally don't.
