Hello. I wanted to share something with you all that worked for me on my Samsung Galaxy S9 Plus with Android version 8.0.0 and Samsung Experience version 9.0.
Strangely enough, after customizing just one conversation, I got a text from a different conversation with sound which was the default "Whisper" tone selected in my Sounds and Vibrations settings. And I know for a fact that none of my previous attempts to fix the issue worked, because every time I changed anything I restarted my phone and sent a test message to figure out exactly which setting was the culprit.
For anyone who has not figured out their phone's specific reason for no sound when receiving texts, in the meantime you can probably get this to work:
You'll definitely want to continue trying to fix the problem, because this is not an optimal option. First you will need to make sure that every single conversation has been read otherwise it will play a notification sound every minute until you do. When you hear the notification sound, you need to open the message or mark it read otherwise it will continue to alert your every minute and you won't know if it's for a new message or old message. Finally, you'll most likely want to turn the setting off when you're ready to get some sleep for obvious reasons. BUT, it's at least something until you can get your phone to work properly.
I have tried literally everything in this thread and more to fix my phone's problem of no sound for messages even though they would vibrate and calls were fine. Despite having reset to factory settings, when I opened the custom tone option for a conversation in messages, the default tone appeared to be "1999" which is not a ringtone on my phone. This apparently overrode all of my other settings, and I mean ALL. I went through all settings, permissions, notifications, sound options, etc. of every app and made sure that absolutely anything relevant to the Messages app, sounds, and notifications was set for notifications on with sound and pop-up and vibrate, all permissions on. I have no idea why my phone would still have the mystery "1999" ringtone set for messages after a factory reset, so I especially wanted to share this with the community as I've never seen my fix in any forum or article.

Settings > Accessibility > Notification Reminder > ON > (vibrate on or off) > Select Reminder Interval (1 minute) > "Show Notifications From" > Messages.
