Straight Talk Samsung Galaxy Proclaim test message icon at top is still there even after all text messages have been deleted off. How can I clear text message icon off at top of phone?

Hello and welcome to Android Forums. Hopefully I can help you with your problem.
1st, if you want to save your messages then find an app that will back them up. If your device is not rooted, go into your device settings and look for APPS. Then look for ALL. You will then locate your text message app. Select the CLEAR DATA option. This will wipe EVERYTHING from your message app. This is why if you have text messages, you will want to save them before proceeding. You will then reboot your device.
If your device is rooted, there quite a few other ways to get rid of the icon. Apps like Titanium Backup can wipe the data for you.
If you are using a 3rd party app downloaded from the Play store, Amazon, etc... you will need to disable notifications in the stock app. This can usually be done by going in the stock messaging app settings and removing the check in the box beside the word NOTIFICATIONS. If you are running a another messaging app besides the stock app you will get dual notifications if notifications are not disabled.
