Is there a way to know when the recepient has read texts sent from my Galaxy 4?

No.

Not even with emails, although there's a protocol used for emails for that. (In most cases it only shows that the recipient's email server received the email, not that the recipient actually read it. And a lot of email apps and programs allow the recipient to not respond to a request for return receipt.)

With texts limited to 160 characters (in most languages (it depends on the alphabet, 80 characters in Unicode), losing a character to request a return receipt and using a 160 charcter SMS (that's how long they are) to indicate receipt on the phone (whether the recipient actually read it or not) would annoy people who are already annoyed by the results of the 160 character limit, and waste a lot of bandwidth (for the receipts). And unless everyone adapted the change it would be pretty useless. You send a text with a request for a receipt, but the app I use still uses the old protocol and just shows me an X for the 160th character (which, to a new app means "send receipt back"). Or you use an old protocol app, and my new protocol app chops off the last character, because that's the "send receipt or don't" indicator, not part of the text.

Herding cats is easier than trying to get an established protocol (and SMS is almost 65 years old) modified throughout a world-wide industry.
