text to speech stopped working

My text to speech stopped working. To be clear I want the phone to speak the text on the screen. For example, if I am viewing a web page, then I want the phone to speak the text on the web page.

In Settings -- Voice input and output settings -- Text to speech settings, it looks like i have pico tts installed. However in this window, The install voice data setting is greyed out.

To add, when I got the phone, tts worked. I guess I did something that disabled it.
