I think there are some apps in the Play Store for text to speech. But I have not looked for them personally.
Once you have set up your device and signed into the Play Store with your google account, you can download direct or download to your device via the computer.

There are a few apps out there for you. Here is one.

Android also has a talk to text built into it. There will be a mic on the keyboard by the space bar to activte it.
