"Text" implies using the SMS service. You can't do this with a Hudl because it is not connected to a mobile phone network - it uses wifi.
But
You can send messages over wifi to mobile phones (and tablets and computers) by using services such as Google Hangouts, KakaoTalk or KIKmessenger which do not use SMS. The only proviso is that the recipient has to have the same app installed.
