Texts fine- can't send or receive calls

I recently left Consumer Cellular because their coverage sucked in my area. Bought an unlock code for the Moto G that I bought when I signed up with them 6 months ago and went back to tracfone on their "bring your own phone" program. I already had an old tracfone and wanted to switch the number from that phone to my new one. No problem unlocking phone. Got new sim card from tracfone, installed fine. Tracfone recognized the phone and even sent me a welcome text on the new phone. All great. However, after a week of getting set up with TracFone I am only able to send and receive texts. Whenever I try to call out, it acts like it is dialing but there are no dial tones and after a second or two I hear a beep and get a message that says the call has ended. When someone calls me, they get a busy signal.
I have called TracFone and they were no help at all. They tried to tell me there was an outage in my area and that it should be fixed by "tomorrow". That was 5 days ago! I have never had problems with TracFone until now. Can someone please tell me what could be causing this?

During the first week that you were with TracFone, were you able to make and receive calls as expected?

If nothing has changed on the phone, it sounds like the problem is likely with the carrier. I'd give them a call back to see if you can find out more about the outage that was/is affecting your area.
