The device Id

When a device is first registered, the device Id is created or becomes accessible. What happens if a device is reset, does the Id change?
 
Registered with whom? Which id are you talking about? The first two device ids that come to my mind (IMEI and device serial number) are both there out of the factory and not changed by anything you can do to it (legally).
