I rooted my Hero and am pretty happy with the stock 2.1 with wifi and the bulk removed ,are there any themes I can install without putting a custom ROM on it?
 
nope, a rom must be deodexed before it can be themed. There is a deodexed stock rom by nfinitefx on xda, this would be perfect for you, a thread on it will be under the first page under cdma hero android development.

Flipz fresh hero 2.3.3 is also deodexed as so is his 2.3.2 version and is themeable. Both fresh hero and zenhero roms are the best the hero has right now, try them both out.
