That depends, what exactly are you looking for? If you are looking for purely cosmetic changes, then that is easily done with an alternate launcher. If you are looking to change system level stuff like loading screens and system sounds, I believe it can be done manually, but I have not done it yet. As for actual performance tweaks, they can only be done with a custom recovery, AFAIK.
