Well, i have a razr maxx and i rooted my phone and did the ICS leak with success! Ics .209! So my friend decided she wanted me to do it on her phone, so i used matt's utility to revert it back to 173, and then proceeded to do the same steps I took to put ICS on mine. It wouldn't work after several tries and decide to just return it back to stock, so she could just wait for the actual OTA update. Phone failed during 173 process, now phone fails during boot process. Any help would be greatly appreciated!

One issue might be that you can't go from .173 to .209. You have to be on .181 to go to .209. That's most likely how it failed.
Other than that, we would need to know exactly what steps you took to return it to stock, what do you mean by "failing during boot," how is is failing, etc....
