I wouldn't worry about it. I'm sure they are going to structure it such that only the top 1% or less of users might get affected. The original 1GB cap was a "soft limit" which meant they could do something if they wanted, not that they actually would. Think of it as a way for them to stop people from D/Ling 5GB of stuff, which is probably outside the "spirit of the rules" that they have in mind for unlimited usage.
