I tried to put a movie on my phone but it doesnt want to mount as a mass storage device. My usb debugging is off. The phone has mounted before but now it doesnt. Thanks in advance for the help.

Try hitting your menu button/settings/sd card & storage. Make sure mass storage is checked.

What is the purpose of the mass storage only setting on my LG thrill

Mass storage you will be able to view your files on both internal and external SD memory. It acts as a harddrive once plugged in a PC. Copy/Delete/Save files with it plugged in.
