when does at&t begin to throttle you? can they do it to unlimited data plan users as well?

If you are in the top 5% of data users for that billing cycle, you are subject to speed throttling... and they only throttle unlimited plan users. Everyone else just gets an overage bill.

is it permanent when they throttle you? and why would they throttle unlimited plans? =D
