The time of my cell phone keep on changing and whenever i try to reset i can't change unless it changes it self

Time changing

Is it always changing to the same time difference? Perhaps your phone is identifying your location incorrectly and adjusting to what it thinks is local time.
If you have your phone settings>date & time to use network time and you use a proxy server, that could also report incorrectly.
