Time for a new battery?

Okay so for the past few months my battery has been draining quite rapidly and dies upon hitting anywhere between 40%-50%. However, the past week my phone is suddenly either charging extremely slow (like 10-15% per hour), or not charging at all even when powered off. As of right now, the phone is off and displaying the charging animation, but not charging at all (it's losing battery actually). I've tried several micro-usb cables, wall chargers, and wall outlets to no avail. I've also tried the recovery and clear cache method, but that didn't work either. So now I'm stuck with a phone that's stuck in power off mode with a diminishing battery. I'm convinced it's a battery issue. So, as the title says, is it time for a new battery? Will it fix my problem?
 
When my m8 started shutting down at around 20 percent I went another 5 months then it started to shut down at 35 percent. That's when I got a new battery surrounded by a new phone. The lgv20. Loving it. I'll refrain from getting anymore battery tombs.
