There are lots in the Android market. I personally have never used one.

I usually do it in my head, for 15 percent, I take 10% (1 tenth-move the decimal) of the bill, before or after taxes, and add another half of that. (for 20%, double the 10% amount.)

Takes less time than unlocking the phone!

I have been using this tip calculator app called Intelli-Tipper, and I am very satisfied with it. It even allows you to decide if you wanna tip on tax or not. The download link for Intelli-Tipper at Android Market is:
