Tmobile no longer backs up and restores your contacts.

I found out the hard way today, backed up the wifes handset for a factory reset and her contacts never returned.

Looking into the issue, I found this - Contacts set to retire in June | T-Mobile Support

On June 30, Contacts will be retired. You'll still be able to export your contacts up to July 31.

Contacts is a free service that let you back up a maximum of 5,000 contacts on a secure T-Mobile server. The number of customers using Contacts has decreased significantly over the past few years. Therefore, we decided to retire Contacts at the end of June, with export functionality up to July 31.

You can continue to store contacts on your phone, but we also suggest backing up contacts with an online service provider. Many popular email services offer contact storing services.

Luckily I had a contact export saved from her phone previously, but there are many new ones she is missing.

TL:DR Tmobile will no longer backup and restore your contacts. Merge your contacts to Google and/or use a contact backup app from the market.

the days of people losing their contacts should have been gone long ago. As with the days of trying to figure out how to migrate contacts from one phone to another.
 
I've never (intentionally) used the backup because it ALWAYS managed to delete my contacts. This was a rather common issue (likely configuration) and I wouldn't doubt that being one of the reasons they retired it. The other likely being cost of the servers.
 
Just save your info contacts photos and so on on Google so when you get your new phone or finish your reset just log in to google and download them also the google play store will install all your apps for ya as long as they are still compatible
