Help TMobile Note 3 WiFi starts up randomly

Within the past week the Note 3 will start WiFi. I turn it off when I'm not using one of my WiFi access points, work or home, and now and then WiFi will turn on. I turn it off, and later I'll look down to see it started up again.
I got the latest update from TMoblie last night, hoping to fix the problem, but it did not. I looked for the 'Network Optimizer' setting, but looks like TMobile has removed it.
I'm at a loss, phone is factory, not rooted, etc. I did notice last night, for a brief second I saw in the notification section 'WiFi manager?' appear fast and was gone. So I looked all over the phone settings, running processes, and found nothing.
Any assistance would be great.
 
Do you have any battery manager applications?

Some of these applications manage your Wifi and will turn it on and off at will.

One example is the application Juice Defender. :)
 
Negative on the battery manager.
I found under the T-Mobile My Account App, under Connection Assistant/WiFi Manager, that there is a check box to 'manage the WiFi connection', and it was checked on by default.
I unchecked it and so far so good.
