Toolbar - Galaxy Nexus

I have a simple question. On the screen to the left of the main screen there is a toolbar. It has 5 icons:

1) wifi
2) bluetooth
3) GPS
4) ???
5) brightness

#4 has 2 arrows. What does it control? It does not seem to turn off 4G. Is there any way to customize this toolbar?

If you want to customize the power bar, check out an app called widgetsoid2.x. It let's you make your own widgets and you can fill them with a disgusting amount of options and toggles. I have a whole page dedicated to it, for stuff like toggling wifi, nfc, Bluetooth, adjusting screen brightness, auto-rotate, tethering, using the flash as a light, etc. It's extremely handy, although i have had it crash once or twice for no apparent reason. It takes some tinkering to set up too, but now I'm not sure i could live without it.
