Are there any theme apps or something else that may let me turn the notification bar at the top to black? I want to do this WITHOUT rooting my phone.

I dont know of any ... but did you check the Desktop replacement apps out on Cryket or the market to look at some of their screen shoots...

Also and email to dev of the app may be a quick answer ...
