The touchscreen on my BLU phone has stopped working

If it's in warranty, bring it in and ask for repair or replacement. If you bought it electronically (on the intenet or some other way not involving a brick and mortar store), contact them and ask for an RMA [return merchandise authorization] and shipping label [you shouldn't have to pay shipping for an in-warranty item - they usually give you a web address from where you can print out a UPS label that bills them for shipping]).

If it's not in warranty, you have two choices. The smart one is to find out who repairs them (contact information is usually in the rear of the manual) and pay to have it fixed. The seemingly better, but actually worse, way is to buy a touchscreen on eBay and attempt to replace it yourself. That usually leads to some damage to the phone, which requires more repair, and you're back to the first decision - pay to have the damage you caused and the original problem repaired, or try to repair the damage you caused, probably causing still more damage, etc., etc.
