Help TP Dock USB Tether with Evo 3D

Apparently the TP Dock does not recognize other Android Phones as USB devices even when in "Disk Drive" mode? Anybody know why, workarounds?

Without Rooting? I do pay the extra money every month to be able to Tether.

I tether with my Droid x fine most of the time.Most times I plug it in the USB to charge it at the same time.Try downloading a app from the market. I think its a bug in ICS.
