Help transfer files pc to phone

like the topic says, how do i transfer files to the phone, or more accurate where do i put them.

on my pc i found the memory on galaxy, (O: ) and then DCIM, but then what.
Does it matter or can i make my own folder for example snes roms, or music or whatever.

Make your own - I was looking for pre-mades for wallpapers and tunes for ages before I just tried doing it myself
