Help transferring app ownership between different accounts

I have a new Google account I would like to use. Since all my paid apps were purchased using my existing account, I was wondering whether it would be possible to transfer the ownership of those apps to the new Google account so I don't have to buy them again?

What about my Google contacts? Can I do the same thing and transfer from one account to another?

Why not put the old account on the phone (as well as the new one), install the apps and then turn off syncing for the old account. (When you open playstore, you can choose which account it uses) With the contacts, sync them from the old account. Then turn off sync for that account.
