Not quite sure what you mean.
Firstly windows programs will not run on an Android phone.
If you use Google playstore on your pc and install apps on your phone, they should be downloaded automatically to your phone from goggles cloud server via wifi or mobile data. They won't appear until your phone has a data connection.
If you have download an .apk file (android package) to your pc from a website providing android apps, this needs to be copied to your phone (via usb, dropbox, ftp server or other file manager) On your phone you need to enable unknown sources in settings and then select the file in downloads and choose install using package installer.
