I'm not aware of any way to do that without rooting/using a custom ROM. It's obviously ROM dependant, but it's an option in a lot of the ROMs I've tried for various phones.

Funnily, stock notification dropdown is translucent on my Tab, but not on my phone.

Yeah youll have to be rooted and then use a rom or a framework mod. i actually prefer to choose my own notification background (unfortunately my rom doesnt let me take a screenshot of notification panel)
