Trouble with goo play

My friend was trying to pay for his monthly photos storage. There was a problem with his card and he decided to go with one of the gift cards. He got it and typed in the code on the back, which was accepted. Somehow, though, the amount was not applied. It just says that he has it in his goo account. Now he's going nuts trying to get these evil idiots to apply the amount. They wanted to verify who it was (duh who). He recently changed phone numbers and they insist on sending the secret code to the old one. There apparently is not an option to change the number, which is ridiculous, especially because even they seem to know that this "recovery" is old and that there is a new phone number.
 
Google play can be really tricky, even I had to say "oh well" and move on from it, it can work on varations from time to time, the very last card I got was from my friend, who gave it for me for Christmas, I am not a frequent buyer of them though, but that is their own fault of having a subscrptional pay, sometimes it wires down to the timing of entering the codes itself, just ontop of my head.

I loathe goo. I didn't say he does. He seems unaware of all the trouble goo can cause. Now at least he's getting a taste of the hell they are to deal with, and he has my sympathy, though unfortunately not my tech support. What can I do to help him? He doesn't understand this stuff at all and ain't gonna try. Is there some simple way, or perhaps a convoluted one, to force goo to accept the payment paid for with their own card?

Depending on he uses a gift card or a credit card, like i said I do not use google payment not too much, just the freebee stuff.
