Help Trying to understand Storage specs. on VM

On VM site for the LG Volt phone it says for Memory "1 GB RAM / 8GB ROM". Now in the old days (before smart phones) ROM meant Read Only Memory. In other words, you cannot WRITE to it. So with that, I would think you couldn't install apps there (no write capability). If you look on the VM user reviews of the phone, they say the reality is you only have 4GB to use. ???

So on that phone (or others on there with specs like that with ROM) how much storage do you actually have to put apps and their associated data?

To further cloud the issue, the LG F3 specs says "Expandable Memory up to 32G" making it sound like you can vary it up to 32GB. And we all know stock you don't have all that space for apps and data.

Just trying to figure out how to read the specs to actually know how much space you have to install apps + app data.

thanks

8GB ROM means that it does have 8GB of storage, but the OS takes up that space. "Expandable up to 32GB" means that the phone has an SD card slot and it can go no higher than a 32GB SD card

4gb left after the lg software is 4 times more than our phone has. I think i have heard that lg has enabled the app to sd on this phone.. WIsh they would push a fix for ours. My wife is on the zte awe running 4.1.2 and it has the option to install apps to the sd card. So I know it is possible from a stock rom.
