Turn off phone call notifications

I have an S23 and a Samsung Watch 5. I can put my phone on silence so it doesn't ring when I get a call, BUT I can't figure out how to turn off phone call notifications to my watch. Even if I have the phone on silent, the watch will still ring when I get a call. I have tried several different settings but none of them fix this issue. How can I turn off phone call notifications to my watch?

First of all, I don't see "Mute notifications" if I follow your steps.
All I see is "Mute notifications on phone". Under that heading, it says this--
"When an app on your phone shows a notification on your watch, that notification is muted on your phone."
That's not what I want to do. I already have calls muted (silenced) on my phone. I want them silenced on my watch too.
I don't see an option to mute notifications on my watch.

you can just turn off the notifications for just the phone app.
go into settings>notifications>app notifications>phone app>toggle it off

Well, I thought I had it turned off but I just got a call a few minutes ago and the watch went off. I followed the steps you gave me but the notifications are still going to my watch.
