It's probably very model-specific (key press sequences, etc.).

As scary alien said, "Safe mode" is device-specific. However, unless it happened by itself, you can usually recover by simply powering off, waiting a minute, and then turning back on. If it seemingly happened by itself or continues to happen when you power on, it's probably an incompatible or rogue app (even if you didn't just install it). In that case, check XDA for further info.
