Help Turn off sound during reboot, Is it possible?

I've turned down/off the sound during reboot. The Samsung music is WAY to loud. Can you imagine being in a meeting and having to reboot. Then when you turn the phone on, the very loud Samsung music is piped into every corner of the conference room.

I've turn down the system sound, but later, the sound volume is turned back up without my agreement.

Do others have this problem? Is there an easy solution? I've heard Froyo can solve this but my recent update only got me part of the solution.

Is this a Samsung wide problem?

Turning the system volume right down has always worked for me, even before Froyo.

If the phone is on silent before it reboots it will stay on silent after rebooting. If not then no idea. Faulty software?
