Help turning a [new non-activated] phone into "ipod"-like device

I bought a new LG Optimus S primarily as insurance against being without a phone and as a charger for a spare battery. It's a refurb from Ting.com.

The question is a different one from the other post that I borrowed the title from. Can I load apps and use my new (refurb) Optimus S for non phone functions? Is the network connection related to use of the internal or external memory so tightly that it is functionally bricked or near bricked without activation?

Update: Found it about 2-3 pages further in.

Absolutely. I just did the reverse with the Optimus I recently retired. I use it for wifi.
 
I use mine to browse the threads & use it for wifi & music. It saves me from using my Samsung prevail that much. How I love this phone since it's rooted & romed the way I love it. My first ever android phone :o
