Help type of brick

What type of brick does this sound like?

I have an HTC one x att, I can only boot up to the splash screen with the warning red letters and powering it up where I have the menu for fast boot and recovery. How can I reinstall the stock ROM or custom ROM to unlock it for T-Mobile?

What have you done to get to this point?

I'm not sure Custom ROMs will unlock for other networks either, you'll need to seek permission from your carrier to do that (unlocking to other networks is now illegal in the US without explicit consent from your network).

Okay so far i managed to get twrp installed, but i cant install roms at all i keep getting a fail message, and ive treid fixing permissions but same thing again, i cant mount the phone, unless i format it, but then all the folders are gone, but thats the only way for me to copy the roms over on to the phone. Does S-on make a difference installing roms, and the hboot is 1.14.0002 i saw somewhere it should be higher not sure if thats effecting the phone to? ive been using the all in one tool to try to solve this but nothing has changed besides getting the recovery installed.
