UK PAYG phone using large amounts

I wonder if you can help me sort this problem out.
I am myself a reasonably knowledgeable Android user. I am currently learning how to build my own apps.

I have a family member who is not quite so au fait with computer technology who himself got an android phone recently. He doesn't use the phone a lot to make calls. Just a few times a month perhaps.

He has been reporting that it uses up his top ups very fast. Several pounds a day even when he is not using the phone.

What should I be looking at?
Is there an app that monitors data usage that people could recommend to solve the problem?

3G Watchdog will monitor data usage, the paid version will also let him know which apps are eating the data. You could also try this, it's free, but I found 3G Watchdog more reliable.

You could get him to turn off mobile network if he's only using it to make calls, habing a connection to the net isn't needed in that instance. Also turning off autocync and background data via the accounts & sync menu should improve things.
