Is this the latest, newest version of COMROM and is it safe to flash over COMROM UKB 2.1? I haven't noticed much about it here, so I thought I'd give a shout!!!! .......Thank in advance!!

you may as well skip that sdcard eating rom and move on up to CM7/Glitch
everything else feels like molasses after this man........i was running the same thing you are and i thought it was fast, but this CM7 just completely gave my device a new life, im not even exaggerating
seriously though, EC09 modem/radio is good but the rest of EC09 is a sdcard killer, go see the xda thread
