Unable change languate setting to Japanese - Galaxy Note Pro WiFi Android 4.4 Kit Kat

I purchased from Expansys Japan, Galaxy Note Pro 12.2 WiFi model, Android 4.4 Kit Kat. The product was shipped to Japan from Hong Kong.

This device comes with most language including Chinese and Korean EXCEPT Japanese language, which I am in need of. I have in the meantime set my language to English.

I researched the net but there does not seem to be any remedy. I tried various language setting Android utilities but it appears Google have made it difficult to tweak from Android V4.2

If someone knows of a solutions to change language setting to Japanese, I would appreciate information.

The other day I tried MoreLocale2 but it didn't do anything.

As to CustomLocal, in GooglePlay, when it asked me to choose a device, my Galaxy Note Pro was greyed out and states "your device isn't compatible with this version".
