unblocking number

I have an Boost Mobile Samsung Galaxy Rush and I need to unblock a number but can't figure out how!
 
Is the number blocked so that it goes straight to voicemail? There is an option, if you go to your Contacts, pull up your contact that is blocked, and hit Settings, you should see "Send to Voicemail" or something similar. Make sure it is unchecked.

Do you have blocking mode enabled?
