Here's a pic of the screen but it's not just on the home screen I have to move it in order to use my phone. It's very annoying and if I press it, it turns blue.

The only thing on my phone that creates a floating icon is when i have the stylus pulled out but it has a pic of a pen on it. Is your stylus app opening when you take it out adding another floating icon or does nothing happen when you remove stylus? If no other floating icon then your problem may with stylus program. If stylus works properly check your downloaded apps and see if any of them are the reason.

I'm not. Phone savvy but Ive tried everything that anyone has suggested and nothings changed I still have it ! Any other suggestions ??? Please Anyone!
 
On my LG v20 I have a floating ball that I can touch then touch text on the screen and it will speak the text. I have it turned off after playing with it. No need.
