Root Unlock bootloader - HTC One V

I am trying to unlock the bootloader of my HTC One, and every method I have tried involves going through the command prompt with the "fastboot oem get_identifier_token" command. When I use this command all it will say is "waiting for device." I followed the instructions step by step, and still nothing. Do I have a driver installed incorrectly somewhere maybe? I am running Win8-64bit.

I also noticed that my computer does not recognize the phone when I go into bootloader mode

After entering bootloader, highlight fastboot by moving up or down with your volume key and select it by pressing the power key. Now you are in fastboot mode and able to send commands
