what do you mean? it does not recognize your phone? does it give an error that says "device not found"? where in the process are you? do you have usb debugging turned on?

yes I have enabled usb debuging in the developer option, but still my device is not recognized maybe because of the vivo y95 using OS oreo 8.1.0?
